Proposed Special Rules for Ukraine's Local Councils

According to Novyny.live: A group of five Ukrainian MPs, including Vitaliy Bezgin, Oleksandr Kornienko, Oleksandr Aliksiychuk, Vyacheslav Rublov, and Oleh Dunda, has introduced a bill to establish special operating procedures for local councils. This legislative proposal, registered as Bill No. 14405 on the parliament's website, aims to ensure these bodies can continue functioning even if they suffer a partial loss of deputies. This initiative addresses a critical wartime challenge for local governance.

Current Ukrainian law on local self-government requires a majority of council members to be present for decisions to be valid. A council is currently considered competent only if at least half of its total deputies are present. If the number of deputies falls below this threshold due to their powers being terminated early, a military administration is formed in the region.

Proposed Changes to Improve Council Operations

To improve the work of local councils during wartime, the bill proposes that a session could be initiated by just one-third of the deputies. This change would allow councils to keep working even if a significant portion of members cannot perform their duties. If passed, the law would remain in effect for the duration of martial law and for an additional six months after its termination.
