The Accounting Chamber identified the main risks that may affect the implementation of Ukraine's state budget for 2025.
The head of the Accounting Chamber, Olha Pishchanska, spoke in the Verkhovna Rada and talked about this, reports Ukrinform.
According to her, the main challenge is that the financing of defense continues to be primarily from internal sources.
"In 2025, it is planned to allocate 2.2 trillion hryvnias for defense capability, which is 56% of the total state budget expenditures. Ukraine's defense capability directly depends on its economic stability and the functioning of businesses. Reform of the customs service and changes in tax legislation could increase the state budget's revenue and direct more funds to national security and defense of the state," noted Pishchanska.
The second important challenge is adequate social security due to the lack of sources for increasing the living wage and minimum salary.
"These expenditures will largely depend on international aid - the government plans to receive 39.2% of total receipts from external donors. At the same Time, most of the planned external loans do not have specific sources," noted Pishchanska.
Among other risks are the vulnerability of the energy sector, large-scale infrastructure destruction, limited logistics, and mass migration of Ukrainians.
In 2025, the Accounting Chamber will focus on controlling defense procurements, the functioning of social support systems, particularly for veterans, the tax sphere, state debt management, and projects to restore critical infrastructure.
