According to UATV: Pavlo Lakiychuk, head of military security programs at the Center for Globalistics 'Strategy XXI', analyzed Russia’s massive strike on Ukraine, calling it a deliberate campaign of terror against civilians. He argued that the deployment of Iskander ballistic missiles, S-400 systems, and Kinzhal hypersonic missiles reflects Moscow’s ongoing aggressive strategy. These weapons are increasingly used to target populated areas, not just military infrastructure.

As of June 2, 2023, Lakiychuk noted that the ground operation is not unfolding as the Kremlin’s dictator had planned. He emphasized that the situation on the southern front shows Ukrainian forces controlling key logistics routes—specifically two main arteries that Ukraine’s defense units are cutting off.

“The situation on the front line does not match this at all,” the expert stated.

Capabilities and Concerns

Despite this, Lakiychuk acknowledged that Russian forces might still achieve certain tactical goals, such as capturing:

  • Bakhmut
  • Avdiivka
  • Pokrovsk

He also pointed out that Putin has previously claimed his 'special military operation' was going 'according to plan' as early as fall 2022, and continues to make the same assertion in fall 2023. Lakiychuk further expressed concern that other countries, notably Lukashenko’s Belarus, could be drawn into the conflict.

Lakiychuk concluded by stating,

“This looks like terror. Russia is not abandoning its strategy of terrorizing the Ukrainian people.”
