The council approved resilience plans for every Ukrainian region and its major cities, with the sole exception of the capital, Kyiv. The city has been granted additional time to prepare the necessary documentation. This approval process is part of Ukraine's ongoing efforts to fortify its infrastructure and public services against external pressures and seasonal challenges.

As of today, Kyiv was not ready—just as it wasn't ready for this past winter. We must prepare and accomplish every task before the next one arrives.
