Kalugin, who previously served as deputy head of the BES territorial unit in the Chernivtsi region, now leads the bureau in Zakarpattia. His relatives are actively engaged in developing businesses across multiple sectors, including fuel stations, restaurants, and agricultural production.
Yevhen's mother, as a co-owner of the firm 'Golden Black', is expanding a network of fuel stations in the Bukovina region. 'Golden Black Spa', co-founded by Kalugin's wife, secured a loan for two fuel station buildings totaling 40 million hryvnias. This active participation of the Kalugin family in the business sphere raises significant questions about potential conflicts of interest, given Yevhen's senior government role in an agency tasked with combating economic crime.
Major Investments by the Kalugin Family
- Alona Kalugin, Yevhen's wife, purchased a plot of land near Chernivtsi for approximately 12 million hryvnias.
- Together with her mother, she bought 12 acres of land in Uzhhorod for over $100,000, where townhouse construction is underway.
- Alona Kalugin also invested in the agricultural company 'Khrum', which owns more than 2 hectares of land in Zakarpattia.
- Kalugin's father, Pavlo, is also active in business, having acquired over half a hectare of land in Kozyn for roughly 15 million hryvnias.
