According to TSN.ua: Russian attacks on Kyiv and the Kyiv region aim to completely disconnect the capital of Ukraine from power supply. Military expert Oleg Zhdanov notes that Russia is trying to arrange a blackout in Ukraine, and this is part of their strategy.
According to Zhdanov,
“they want to completely shut down Kyiv”. He also emphasizes that if Kyiv “goes dark”, the Russian side will consider it their huge victory. Kyiv, as the capital of Ukraine, is a strategically important city, making it a target for possible attacks. At the same time, Kharkiv is the second capital of Ukraine, but the main focus is on Kyiv.
