According to Espreso.tv: Russian authorities conducted drills in the Volgograd region to train civil servants in managing mobilization procedures, as the country’s military casualties continue to climb. The exercises took place across several locations, including Volgograd and Volzhsky, where temporary facilities were set up for:

  • initial citizen assembly points;
  • draft notice distribution centers;
  • equipment reception and transfer stations;
  • a command training post.

According to the Washington-based Center for Strategic and International Studies (CSIS), Russian forces sustained approximately 425,000 killed and wounded in 2025. While official sources reported 417,000 new contract soldiers and volunteers in the same period, analyst Janis Kluge estimates that roughly 364,000 people actually signed contracts with the Russian Defense Ministry in 2025. However, recruitment dropped sharply to just 70,500 in the first quarter of 2026, and since late 2025, new troop inflows have failed to offset frontline losses.

Growing Challenges for the Russian Military

On June 14, CNN reported that Russia has begun paying citizens to enlist for the first time. Recruitment in the first quarter of 2026 fell by 20% compared to 2025, signaling waning public interest in military service amid mounting casualties. These figures highlight the serious obstacles Russia faces as the war continues.

The Volgograd region drills underscore the Kremlin’s efforts to address a growing personnel shortage, a problem exacerbated by heavy losses. The declining pace of contract and volunteer recruitment points to deepening difficulties in sustaining military manpower. This situation suggests potential internal strains on Russia’s war effort, which could affect both the duration and intensity of the conflict.
