Russia’s Ultimatum and Escalation of the Conflict

According to UATV: On March 31, 2023, Russia presented Ukraine with a demand to pull its forces out of Donetsk and Luhansk regions within 60 days. This statement marked another step in the intensifying conflict, coming just two months after Russia had warned that if Ukrainian forces did not comply, it would attempt to resolve the matter through military force. Such rhetoric from the Kremlin highlights its growing pressure on Ukraine amid shifting battlefield dynamics.

Russian Military Losses and Frontline Changes

Meanwhile, April 2023 proved devastating for the Russian army, which suffered record casualties—approximately 35,000 troops killed or wounded. According to data from the General Staff of the Armed Forces of Ukraine, Russian forces lost the following in April:

  • 1,875 artillery pieces,
  • 70 tanks,
  • 90 air defense systems,
  • 180 armored vehicles.

Facing such heavy losses, Russian leadership has been forced to reconsider their plans and strategies. As Bloomberg notes,

“the lack of success on the front lines and the economic crisis are compelling Russian officials to take a more sober view of the war.”

On May 9, Moscow held a parade in a reduced format, without displaying any military hardware. This fact further underscores Russia’s diminishing military capability. In May, Belarus hosted drills involving the ‘combat use of nuclear weapons,’ with around 6,000 Russian troops participating—another element of Russia’s pressure campaign against Ukraine and the international community.

On the night of May 24, Russia launched massive strikes across Ukraine, including on Kyiv, firing dozens of missiles and over 600 drones. This demonstrates the Kremlin’s continued aggressive stance despite mounting losses and battlefield setbacks. Ukrainian President Volodymyr Zelenskyy remarked,

“Moscow lacks both the resources and the capacity to implement such plans,”
emphasizing that Russia’s harsh demands actually reveal its weakened position.
