Russia has changed its tactics: instead of a blackout across Ukraine - regional exhaustion.
Change of Russia's Strategy
According to TSN.ua: The Russian Federation has abandoned its attempts to provoke a nationwide blackout in Ukraine and has transitioned to a new strategy of regional exhaustion, focusing on specific areas. This change in tactics is manifested in systematic attacks on critical infrastructure in several regions, which can lead to significant interruptions in electricity supply.
Main Attack Regions
The attacks are concentrated in three main regions:
- Kyiv and Kyiv Oblast
- Odesa Oblast
- Dnipropetrovsk Oblast
Kyiv Oblast has experienced three waves of attacks, indicating a high level of threat to this territory. Odesa Oblast, in turn, has endured two major waves of attacks that have affected the stability of energy supply in the region. Dnipropetrovsk Oblast has also faced one major wave of attacks, as well as several smaller ones, highlighting the scale of the problem.
Russia is attempting to destroy infrastructure in a strip up to 100 km from the front line. This includes attacks on 110 and 35 kilovolt substations, as well as boiler houses that are critical for providing heat and electricity.
“This is Kyiv Oblast, which has actually already gone through three such waves,” says expert Oleksandr Kharchenko.
“This is Odesa Oblast, which has also suffered two major waves,” he adds.
Dnipropetrovsk Oblast has not been left out: “And this is Dnipro Region, where the first major wave has passed and several smaller ones have occurred as well.”
It is noted that at the regional level, due to the high concentration of strikes, with 15 missiles aimed at each important facility, the aggressor achieves certain results. This indicates that the new strategy could have serious implications for Ukraine's energy security, requiring urgent measures to protect critical infrastructure.
The change in Russia's strategy to regional exhaustion indicates an evolution of the conflict and the aggressor's adaptation to the current situation at the front. Attacks on critical infrastructure emphasize not only military but also economic and social consequences that could threaten stability in Ukraine. This creates additional challenges for the Ukrainian authorities in ensuring energy security and protecting the population.
