According to Novyny.live: On February 27, 2024, Ukrainian authorities announced that suspects have been formally notified of charges in a case involving the embezzlement of state funds allocated for building protective shelters at military airfields. Among those suspected are the Commander of Logistics for the Air Force of the Armed Forces of Ukraine and the head of the Security Service of Ukraine (SBU) office in the Zhytomyr region. The total amount of misappropriated funds is 1.4 billion Ukrainian hryvnias.
Investigators found that the 1.4 billion hryvnias were intended for the construction of prefabricated aircraft shelters. However, inspections revealed that the completed structures failed to meet required engineering protection standards. In an attempt to cover up the deficiencies, the officials allegedly tried to 'resolve the issue' by offering and providing a 13.8 million hryvnias bribe—equivalent to 1% of the total contract value—to military counterintelligence officers of the SBU to ignore the violations. Furthermore, the scheme involved plans to hire 'loyal' private auditors to produce formal, positive assessments of the substandard work.
Advance payments under the contracts reached up to 70% of the total funding, a detail that underscores the scale of the corruption involved in the project's execution. This case has provoked significant public concern, as it involves vast sums of money designated for objects of critical importance to national security.
