According to TSN.ua: In 2025, five men of conscription age illegally left Ukraine by posing as members of singer Petro Chorny's creative ensemble. The scheme's organizer was businessman Serhiy Matusov, who arranged the fraudulent paperwork for these 'musicians.' According to reports, each man paid $5,000 for the opportunity to exit the country. This incident highlights ongoing challenges in enforcing travel restrictions for military-aged men during the ongoing conflict.
How the Evasion Scheme Operated
How did the exit mechanism work? Serhiy Matusov would apply to the Kyiv City Military Administration (KCMA) to obtain travel permits. The men involved in the scheme received forged documents confirming their status as artists. This allowed them to bypass the restrictions in place for conscription-age men under Ukraine's martial law. The fates of these 'artists' after crossing the border have also drawn attention. Among them were Dmytro Prokudin, an IT specialist now residing in Spain, and Ihor Odariuk, a musician living in Germany. One of the men departed in November 2025, despite the cancellation of the event they were supposedly scheduled to attend.
This case points to serious gaps in the system controlling departures from the country, which could jeopardize national security interests during wartime.
This situation underscores systemic problems in controlling the exit of conscription-age men from Ukraine and raises questions about the effectiveness of measures taken by state authorities to prevent such schemes. Furthermore, such loopholes can encourage further abuses, demanding an urgent review and strengthening of legislative measures to prevent similar cases in the future.
