Most Ukrainians Oppose Elections Until War Ends: Poll Data.
Survey Data on Elections in Ukraine
According to ТСН: Only 10% of Ukrainians believe that elections can be held before a ceasefire, while in September this figure was 11%. Another 23% support the idea of voting after peace is established with security guarantees, but the majority of respondents state that this is only possible after a peace agreement is concluded.
This data was obtained during a sociological survey conducted by the Kyiv International Institute of Sociology (KIIS) from November 26 to December 29, 2025.
59% of respondents (compared to 63% in September) emphasize that elections can only take place after a final peace agreement is reached and the war is over.
It is also worth noting that Ukraine has not negotiated with the US regarding the organization of parliamentary and local elections. Washington merely inquired about the possibility of holding presidential elections. This was stated by President Volodymyr Zelensky during a conversation with journalists in a chat at the Office of the President.
Additionally, ahead of this, US President Donald Trump expressed in an interview that the time has come in Ukraine for presidential elections.
According to the Law of Ukraine on the Legal Regime of Martial Law (Article 19), during the period of martial law, the holding of any elections, referendums, and other forms of popular will expression is prohibited, including presidential, parliamentary, and local elections.
The situation with elections in Ukraine remains complicated. The current martial law hinders the holding of elections, and citizen sentiments indicate that the majority of people are not yet ready to vote until a peace agreement is signed. This underscores the importance of stability and security for the further development of democratic processes in the country. Observations of foreign policy aspects also reveal certain partnership sentiments, but currently, the details remain open.
