Expert Opinion on the Negotiations Between Ukraine and Russia

The Kremlin continues to manipulate information surrounding the dialogue between Ukraine and Russia. Russian President Vladimir Putin avoids specifics, creating an illusion of agreements, only to later impose new demands. The Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, also adds misinformation to this. Political analyst Dmytro Levus spoke about this on the air of the FREEДОМ channel.

“Everything is crystal clear — Moscow is only willing to meet on its terms. That is, to sign Ukraine's capitulation, which they can somehow veil, tell about some demands, there are some conditions. And it is obvious that the discussion of this topic with the Americans took place. The only point is, knowing comrade Putin, he spoke in an absolutely murky and bandit tone. The American side probably had the illusion that 'everything has already been solved'. Although there, indeed, it was probably not fully stated 'yes, that’s it, we agree, we will do this',” said the speaker.

Levus emphasized that Russia is not declaring its readiness for negotiations for the first time, but always imposes new demands on Ukraine afterwards.

“Here [in Alaska] was approximately the same story, this is absolutely undeniable. Moreover, this informational accompaniment is also a tradition on Lavrov's part. And indeed, blatant lies are spoken. When it is said that, they say, Zelensky is raising this issue, that, they say, they allegedly agreed on a meeting. Zelensky has been saying all the time that Ukraine is ready for this meeting. Putin is running away from it, hiding,” said Dmytro Levus.

Clarification of Positions

The political analyst noted that both the European and American sides point to the procrastination on Putin's part.

“Zelensky traditionally stated that Ukraine is ready for this meeting, nothing more. Therefore, the White House should draw conclusions about what kind of interesting negotiating partner they have,” emphasized the expert.

Levus noted that such behavioral strategies of the Kremlin may change the USA's position on Russia.

“From this desire 'to achieve peace and negotiations at any cost', and then making a gesture of Pontius Pilate 'I wash my hands', we brought them together, and everything started, and then it's no longer our responsibility. Let Europe deal with security guarantees, since we already see that, in fact, reversals are happening. Again, illusions arise in the White House,” said the speaker.

In Levus' opinion, we are witnessing a return to Russian ultimatums.

“Similarly, the thought is reinforced that the United States, in one form or another, participates in security guarantees. And all of this is thanks to the steadfast position of Ukraine, President Zelensky, and the European coalition supporting Ukraine. But the main efforts, of course, are being made by the aggressor country, and I think the time is not far off when the White House will remember that the aggressor state should be punished for its aggression, and not just try to ensure that the war ends at any price,” explained the internationalist.

The expert also noted that the USA might begin to pressure Russia regarding the signing of an agreement, and the gradual imposition of sanctions could begin within a week or two.

“It is unlikely that the initiatives currently being heard in the Senate about the need to recognize Russia as a terrorist state, which is actually absolutely logical, will be adopted. Or strict sanctions for everyone trading with the Russian Federation. This will not happen, as there is also a global context, but these illusions are very strong that an agreement can be reached with Russia. However, this gradual change, the gradual imposition of sanctions, I think we will see. But it's a very complicated path,” believes Levus.

Thus, experts point out that the Kremlin uses negotiations as a tool of manipulation, which only prolongs the peace process. Ukraine's position remains unchanged – readiness for a meeting, but on terms that meet its interests. Further actions by the USA may influence the development of the situation, particularly in the context of sanctions against Russia, which could activate the negotiation process.
