According to TSN.ua: The United States has announced the launch of the second phase of President Donald Trump's plan aimed at ending the conflict in the Gaza Strip. This phase involves the creation of a transitional Palestinian administration, which will be named the National Committee for the Governance of Gaza (NCAG), as well as conditions for the demilitarization of the region. This step aims to stabilize the situation in Gaza and ensure a peace process.

U.S. Special Representative Steve Witkoff commented on the new stage of the plan, stating: 'We are announcing the launch of the second phase of President Trump's plan, which involves a transition to demilitarization, technocratic governance, and reconstruction.'

Witkoff also emphasized the importance of the successes of the first phase, which, according to him, 'delivered historic humanitarian aid, supported a ceasefire, returned all living hostages, and the remains of twenty-seven out of twenty-eight deceased hostages.'

The first phase of the peace plan

It should be noted that the first phase of the peace plan between Israel and Hamas was signed on October 9, 2025. Under this agreement, twenty-seven out of twenty-eight deceased hostages were returned. However, the U.S. demands the return of the body of the last deceased hostage, which remains an important issue in the context of ongoing negotiations and the implementation of the peace process.
