The government will allocate 72 billion for IDPs in 2026: who will receive payments.
As reported by 'Hvylya', this is stated in the Law of Ukraine 'On Ensuring the Rights and Freedoms of Internally Displaced Persons'.
According to inkorr.com: As a result of the full-scale invasion, millions of Ukrainians have obtained the status of internally displaced persons (IDPs). Although registration is not officially mandatory, having a special certificate allows one to use various benefits and receive financial support from the state.
IDP Statistics in Ukraine
As of today, about 4.5 million IDPs live in Ukraine. According to the Minister of Social Policy, Denys Ulutyn, social payments are received by 900,000 such persons.
For 2026, the state plans to allocate 72 billion hryvnias to support internally displaced persons, of which about 40 billion hryvnias will be directed to compensate housing costs.
Who is considered an Internally Displaced Person
According to Ukrainian legislation, an IDP is a person who legally resides in Ukraine and was forced to change their place of residence as a result of:
- armed conflict or temporary occupation;
- violence;
- human rights violations;
- emergencies of natural or man-made origin.
How to obtain IDP status
To register as an IDP or obtain a certificate, one can do it online through the 'Diia' application or in person at the Administrative Services Center (ASC) or social protection department.
For online registration, you need to have an ID card or foreign passport in 'Diia', as well as an identification tax number.
When submitting an application, it is necessary to indicate the place of stay – region, settlement, and exact address, as well as confirm geolocation (to verify that the person is on the territory of Ukraine). Official IDP status opens access to various benefits.
It is worth noting that Ukrainians will also receive 'winter assistance' in the amount of 6500 hryvnias.
Information about the status of internally displaced persons and the procedures for obtaining it will help Ukrainians better understand their rights and opportunities for receiving state support. The continuation of financial assistance to IDPs remains a relevant issue in Ukraine, and the government's actions regarding the allocation of funds can significantly ease the lives of this category of citizens. Each new step in supporting IDPs is capable of making important changes in their situation and providing the necessary conditions for adaptation to new living conditions.
