According to Novyny.live: A proposed law introducing a penalty points system for drivers has been blocked in a key parliamentary committee, even though around 70% of lawmakers are prepared to back it in a vote. Volodymyr Kreydenko, a lawmaker from the 'Servant of the People' party, explained: 'Until the committee issues its conclusion, the bill cannot be brought to a vote.'

Frustrated MPs now plan to appeal directly to the Speaker of Parliament to break the deadlock. If passed, Ukraine would introduce a penalty points system for traffic violations, part of a broader government push to raise fines for offenders and expand automated camera enforcement.
Lawmakers Voice Concerns Over Delays
The blockage has alarmed deputies who argue that such a system could significantly cut road offenses. However, without the committee’s formal opinion, the bill’s progress remains uncertain.
This delay highlights ongoing hurdles in Ukraine’s legislative process. Although the majority of MPs support the measure, procedural bottlenecks can stall even widely backed reforms.
