Youth Exodus or Not? Ukraine Allows Men Aged 18–22 to Travel Abroad in 2025.
Education Trends and Youth Migration in Ukraine
According to Novyny.live: Starting in 2025, Ukrainian men between the ages of 18 and 22 will be permitted to leave the country freely. Despite this policy shift, Education and Science Minister Oksen Lisovyi reports no signs of a mass student exodus. According to him,
“We do not see any critical trends.”
Meanwhile, the number of registered participants for the National Multi-Subject Test continues to rise. Around 30,000 applications have been submitted by Ukrainians currently living abroad. This growing interest in educational opportunities persists even as travel rules change.
Rising Popularity of Higher Education Institutions
A notable increase in student enrollment is occurring at universities in several cities:
- Lviv
- Uzhhorod
- Ivano-Frankivsk
- Lutsk
- Zhmerynka
These urban centers are becoming increasingly attractive to young people pursuing higher education.
However, alongside these positive trends, there is a decline in the number of children entering first grade. This may signal demographic shifts affecting the country’s education system. Overall, the situation in education and youth migration remains under control, and according to Oksen Lisovyi, no critical threats currently exist.
These changes in education policy and demographic patterns could have long-term consequences for Ukrainian society. On one hand, opening up travel options may encourage young people to study abroad, potentially impacting the quality of the domestic workforce. On the other hand, the shrinking number of schoolchildren points to future challenges for the education system and the need to adapt to new circumstances. All of this requires careful monitoring by the state and educational institutions.
