Heating subsidies: who needs to submit new documents from October 1.

Starting from October 1, 2024, the Pension Fund of Ukraine will automatically recalculate housing subsidies for the next heating season of 2024-2025. This change applies to most citizens, including those who received subsidies during the summer, regardless of whether the payment amount was 0 UAH.

It's important to emphasize that persons who received benefits for housing and communal services payments during the summer period will also have the subsidy automatically calculated, without the need for additional applications.

The subsidy for the payment of housing and communal services is granted from the month of application until the end of the heating season (April) and is calculated for two periods: non-heating (May 1 - September 30) and heating (October 1 - April 30).

However, some categories of citizens need to apply for the subsidy:

• Those who plan to receive the subsidy for the first Time
• Persons who had changes in the composition of registered household members
• Citizens who were not granted the subsidy for the non-heating period due to debt, which they managed to repay or restructure
• Persons who are challenging the issue of housing and communal services payment debt in court

To be granted the subsidy, an application and declaration must be submitted in the prescribed forms. Depending on the circumstances, additional documents may be required, such as a rental agreement or a copy of the debt restructuring agreement.

Documents can be submitted in several ways:

• In person at the service center of the Pension Fund of Ukraine
• By mail to the address of the territorial body of the Fund
• Online through the electronic services web portal of the PFU or the "Pension Fund" mobile application
• Through authorized persons of territorial communities, administrative service centers, or the "Diia Portal"

It's important to adhere to the document submission deadlines. If they are submitted from October 1 to November 30 inclusive, the subsidy will be determined from the start of the heating period. When applying from December 1, the subsidy will be calculated from the month of application.

To determine the right to a subsidy for the heating season of 2024-2025, household incomes for the I and II quarters of 2024 are taken into account. For pensioners who had no other income except for the pension, the pension amount for August 2024 is taken into account.
