Sanctions Against Oleh Tsarov

According to Espreso.tv: Ukraine's High Anti-Corruption Court (HACC) has upheld a lower court's decision to impose sanctions on Oleh Tsarov, resulting in the confiscation of his assets for the state. On June 4, the HACC Appeals Chamber rejected Tsarov's appeal, confirming the initial ruling. The lawsuit requesting these sanctions was filed by Ukraine's Ministry of Justice.

As a result of the court order, assets that Tsarov controlled through his wife and son were seized. The confiscated property includes:

  • 21 land plots in the Dnipropetrovsk region;
  • Non-residential buildings and structures in the same area;
  • Three buildings used as trade and exhibition complexes in the city of Dnipro;
  • A 100% stake in the charter capital of the limited liability company 'HLOU RYNO';
  • One vehicle.

The HACC Appeals Chamber's decision took effect immediately upon issuance and cannot be challenged through cassation.

Oleh Tsarov's Activities

Oleh Tsarov served as a member of the Ukrainian parliament (Verkhovna Rada) during its 4th through 7th convocations and was part of the Party of Regions faction. He also held the self-proclaimed title of 'speaker of the parliament of Novorossiya.' Two criminal convictions have been issued against Tsarov for offenses under Articles 110 (Part 2), 109 (Part 3), and 110-2 (Part 3) of Ukraine's Criminal Code.

Since 2014, Tsarov has been publicly advocating for changes to Ukraine's territory and state borders. Following Russia's full-scale invasion in 2022, he openly supported the aggression against Ukraine. Tsarov currently resides in the Russian Federation. Previously, on April 28, 2023, the HACC had already granted the Ministry of Justice's request to seize Tsarov's assets.
