The Parliament Will Create Rural Military Recruitment Centers: What Changes for Conscripts.
According to ТСН: The Verkhovna Rada plans to establish rural and village territorial recruitment and social support centers (TRC) in accordance with government bill №14320.
Proposals for Changes
According to the project, local TRCs will account for conscripts, reservists, and military personnel, as well as provide administrative and social services, including faster processing of deferments.
The initiator of the bill is the Ministry of Defense of Ukraine. This decision aims to address organizational and legal issues that arose due to the administrative-territorial reform of 2020 and the conditions of martial law.
Proposals Regarding Changes
The bill envisions the creation of new rural TRCs that will have legal status and management powers. It is planned to amend the legislation by adding the term 'village' to the definition of 'city', which will allow commissions to operate at a level similar to district and city TRCs.
Necessity of Changes
The explanatory note states that after the liquidation of military commissions and the creation of TRCs, the network of centers was unprepared for the conditions of wartime and mobilization. Currently, there are 344 separate units operating in district TRCs that do not have their own legal status, which limits their powers.
In particular, such units:
- cannot issue certificates to citizens to exercise their rights;
- do not have the authority to make recruitment decisions;
- cannot consider cases of administrative offenses.
This complicates citizens' access to services, as most documents have to be agreed upon in district centers.
Expected Outcomes
If the law is adopted, rural TRCs will be able to independently keep records of conscripts and promptly provide administrative and social services, including deferments from recruitment.
According to forecasts from the Ministry of Defense, this will simplify procedures for citizens, reduce the need to travel to district centers, and increase the effectiveness of mobilization.
Financial Aspects and Timelines
According to the explanatory note, the implementation of the bill will not require additional expenditures from the state budget. The law will come into effect the day after publication.
The Cabinet of Ministers will update regulatory legal acts within three months in accordance with the new norms.
Thus, bill №14320 may become an important step towards adapting the military management system in wartime and strengthening its presence at the level of territorial communities.
The Verkhovna Rada of Ukraine seeks to close loopholes and plans to eliminate the possibility of evasion from military service for men over 25 years old who enroll in educational institutions. The parliament notes that the admission campaign has shown that some men used their studies for bachelor's and postgraduate degrees not for direct purposes.
