According to TSN.ua: U.S. Ambassador to NATO Matthew Whitaker has identified the question of territorial control as the most significant barrier to a peace agreement between Ukraine and Russia. He emphasized that this issue will be the most difficult and challenging problem to resolve on the path to achieving regional peace.

Whitaker noted that the negotiations are taking place in Geneva, where representatives from both sides are discussing potential paths to end the conflict. U.S. Special Presidential Envoy Steve Whitkoff also stressed that

'it all comes down to one issue.'

He added that the war must end and that substantial progress in the talks is necessary.

Negotiation Challenges

The situation remains complex, however, as Moscow presents ultimatums demanding full control over the Donbas region. This demand creates additional difficulties in the negotiation process and complicates reaching a consensus between the parties.
