The government postponed mandatory terminals for individual entrepreneurs: new rules will take effect after the war

According to ТСН: The Cabinet of Ministers of Ukraine has postponed the date for the mandatory implementation of payment terminals for first-group entrepreneurs. The new requirements will come into effect only three months after the end of martial law.

Prime Minister of Ukraine Yulia Svyrydenko announced this.

“The decision was made in response to the requests of small businesses, for which servicing POS terminals today creates additional financial pressure. This will allow the smallest entrepreneurs to operate and maintain income under conditions of war, power outages, and logistical constraints,” explained Yulia Svyrydenko.

Moreover, she emphasized that this step gives businesses the necessary time to adapt. In the future, entrepreneurs will have the opportunity to choose the most advantageous format for cashless payments without haste, including traditional POS terminals, mobile applications, and payments via QR codes.

Reminder of Upcoming Changes

As a reminder, from 2025, under new rules, even small shops in towns and villages will need to have terminals for card payments. Otherwise, fines are foreseen.

It was also previously reported that from January 1, 2026, taxes for individual entrepreneurs will rise in Ukraine.

These changes in regulating payment terminals can significantly impact small businesses in Ukraine, as they provide entrepreneurs with the necessary time to adjust to new technologies in their operations. Given the war and economic difficulties, this decision will undoubtedly provide support for many small enterprises.
