The administration of US President Joseph Biden never planned to win the war against Russia, former US National Security Council official Eric Green said in an interview with Time.

According to Green, the White House initially avoided discussing 'territorial issues' in support of Ukraine. 'We deliberately did not talk about this,' he admitted.

According to Simon Shuster's investigation, the Biden administration set three main goals from the very beginning of the Russian invasion: to ensure the survival of Ukraine as an independent state, to support the unity of allies, and to avoid direct conflict with Russia. But they did not include the return of all occupied territories, including Crimea and the eastern regions.

'The main goal was to ensure the survival of Ukraine as an independent, democratic country capable of integrating with the West,' Green emphasized.

Despite significant American aid - $66 billion in military support since February 2022 and a total exceeding $183 billion, including economic and humanitarian aid, the Ukrainian side was disappointed with Biden's policy throughout the war.

In January 2025, President Volodymyr Zelensky publicly criticized the Biden administration and called for sanctions and arms supplies.

According to TIME, during a recent meeting at the White House, President Zelensky presented a detailed 'victory plan' and tried to draw Biden's attention to his legacy.

In his latest address to the public, President Biden emphasized that Russia has failed to subdue Ukraine, and Ukraine remains an independent country with the potential for a bright future.
