Tesla Driver Arrested for the Third Time While Intoxicated: Struck 13-Year-Old Girl to Death in Kyiv.

According to ТСН: A driver has been arrested in Kyiv after striking a 13-year-old girl at a pedestrian crossing. This was reported by the Kyiv City Prosecutor's Office.

“Under the procedural guidance of juvenile prosecutors from the Kyiv City Prosecutor's Office, a 23-year-old citizen of the Russian Federation has been charged with violating traffic rules, resulting in the death of a girl pedestrian. The actions of the suspect are classified under part 3 of article 286-1 of the Criminal Code of Ukraine, specifically as a violation of traffic safety rules while intoxicated, which caused the death of the victim,” the message states.

It has been established that on November 28, 2025, in the evening, the driver of a Tesla Model 3, moving from Bohatyrska Street towards Obolon Boulevard, failed to yield to pedestrians at an unregulated pedestrian crossing. The girl was crossing the road with a 15-year-old boy. As a result of the accident, she died on the spot, while the boy was unharmed.

The driver was arrested in accordance with Article 208 of the Criminal Procedure Code of Ukraine. On the day of the accident, despite signs of intoxication, the arrested did not pass the Draeger test and medical examination but underwent them the following day. What banned substances the man consumed will be confirmed after receiving the test results.

This driver has been held liable three times in recent years for driving a vehicle while intoxicated and has had his driving license revoked. Specifically, in February 2025, a court banned him from driving for five years.

An application has been submitted to the court for preventive measures in the form of detention without the right to bail for the driver.

The penalty under the article provides for imprisonment for a term of five to ten years with the deprivation of the right to drive vehicles for an equivalent period.

As a reminder, in Kyiv region, a 15-year-old Opel driver killed his 14-year-old friend and injured six other children.

This tragedy once again highlights the seriousness of the road safety problem in Ukraine, especially in the context of driving violations. The authorities hope that strict penalties for such offenses will help prevent similar cases in the future and ensure pedestrian safety on roads.
