According to ТСН: A former people's deputy of Ukraine of the VIII convocation, who was wanted internationally, has been detained in Germany.

This was reported by the State Bureau of Investigation (SBI).

The case concerns Ruslan Demchak, a native of Vinnytsia and former deputy head of the Parliamentary Committee on Financial Policy and Banking Activities.

What is known about the scheme involving government securities

The investigation has established that the politician, together with the leaders of two private companies, organized a significant scheme of manipulations on the stock exchange. They conducted fictitious transactions for the purchase and sale of domestic government bonds (OVDP), which allowed them to obtain artificial “investment profits” that were not subject to taxation under the law.

According to the SBI, the personal illegal income of the former deputy was 20 million hryvnias, while more than 1 billion hryvnias was legalized through a controlled bank.

Demchak was charged with money laundering and market manipulation in 2023. Since he was outside Ukraine, the investigation was conducted under a special procedure. In October 2025, the SBI completed the pre-trial investigation, and the court limited the defense's access to the materials until February 10, 2026.

It is expected that the indictment will be submitted to the court immediately after this period ends. Currently, the preparation of documents for the return of the detainee to Ukraine is ongoing. The extradition process in a simplified manner may take about three months.

Recall that in April 2024, NABU announced the search for the former MP due to fraud with housing in Kyiv.

This case underscores the importance of fighting corruption and financial crimes in Ukraine. The continuation of the investigation and the possibility of Demchak's extradition will be important elements of a case that may serve as an example for other law violators. It remains to be seen how events will unfold in this high-profile investigation.
