A Register of Electronic Summonses Launched in Russia: They Will Be Sent During the Autumn Draft.
A website for registering electronic summonses for conscripts has been launched in Russia, which is still in a testing phase. This information is reported by the media.
Starting in November, summonses to the army will be posted on this site, as well as notices of restrictions on the rights of draft dodgers imposed by the authorities. The law providing for the use of electronic summonses was adopted in the spring of 2023. President Putin ordered their implementation with a shift to the autumn draft of 2024.
The distribution of electronic summonses will begin on November 1. Owners of confirmed accounts on the State Services portal will be able to receive information about their draft status. The summons will be considered delivered 7 days after its placement in the electronic register. Now, military commissariats do not need to obtain the conscript's handwritten signature acknowledging the draft commission's decision, as was required previously.
Last summer, citizens who were to be conscripted for military service were prohibited from leaving Russia after the summons was posted in the register. Laws passed after Russia's invasion of Ukraine prohibit draft dodgers from driving, registering vehicles and real estate, obtaining loans, and registering small businesses.
In Russia, the maximum draft age will also increase—from 27 to 30 years. Public figures in the State Duma often publicly propose extending the term of army service from one to two years. In July, the government reported the highest number of conscripts in the past 8 years.
Previously, it was reported that due to the active offensive of the Ukrainian Armed Forces in the Kursk region of the Russian Federation, it became obvious that Russia lacks military personnel in the third year of the full-scale war. The Kremlin, seeking to avoid this, may announce a general mobilization.
It is known that Russian President Vladimir Putin increased payments to Russians and foreigners who sign a contract with the Russian Defense Ministry to participate in the war against Ukraine. Payments will increase to 400 thousand rubles.
In addition, the number of individuals who signed contracts for service in the Russian army has risen more than sixfold. This is reported by the publication, citing data from the federal budget.
The Russian Federation also planned to attract more contract soldiers to the armed forces to at least temporarily avoid mass mobilization. Such mobilization could undermine public support for the war.
