EU Sanctions Against Russia at an Impasse

According to TSN.ua: Hungary has declared it will block the European Union's 20th sanctions package against Russia until Ukraine resumes oil shipments via the 'Druzhba' pipeline. Hungarian Foreign Minister Péter Szijjártó confirmed this stance, stating:

"Hungary will block it. Until Ukraine restores oil transit to Hungary and Slovakia via the 'Druzhba' pipeline, we will not allow decisions important to Kyiv to be made." - Péter Szijjártó.

The EU Foreign Affairs Council is scheduled to meet tomorrow, where this issue is expected to be discussed. This move follows Hungary's earlier blockage of a €90 billion loan for Ukraine. That financial aid package was agreed upon at the European Council on December 18, 2025, and formally proposed by the European Commission on January 14, 2026. Hungary's actions present a significant challenge to EU unity on supporting Ukraine and penalizing Russia for its ongoing war.

Domestic Politics Shaping Foreign Policy

Hungary's political calculus is further complicated by its upcoming national elections on April 12, which are likely influencing its current foreign policy posture. Consequently, Hungary's position on Russian sanctions and support for Ukraine remains tense and complex.

The dispute over the 'Druzhba' pipeline oil transit could significantly impact relations between Hungary, Ukraine, and the broader European Union. By blocking sanctions, Hungary appears to be leveraging its position within the EU to exert pressure on Ukrainian policy. This tactic risks undermining the bloc's unified front against Russia and complicates the broader Western response to the conflict. With elections approaching, such maneuvers may also serve the domestic political ambitions of Hungary's leadership.
