According to The Sun: The United Kingdom summoned the Russian ambassador after Vladimir Putin's missile strike on Kyiv resulted in at least 18 deaths and serious damage to the British Council office.

Andriy Kelin was summoned to the Foreign Office today amid outrage over Russia's brutal missile and drone strikes.
Sir Keir Starmer described these strikes as 'sabotage of peace' and remarked:
“Putin is killing children and civilians. This bloodshed must end.”
Foreign Secretary David Lammy added:
“Putin's strikes at night killed civilians, destroyed homes, and damaged buildings, including the British Council and the EU delegation in Kyiv.”
The UK Foreign Office condemned these actions 'in the strongest possible terms' and warned that 'senseless murder and destruction by Russia' will only strengthen Western resolve.
The British Council reported that its offices in Kyiv sustained 'significant damage' and are currently closed to visitors; one security guard was injured in the explosion.
French President Emmanuel Macron expressed his outrage, stating:
“Russia's idea of peace is terror and barbarism,”and German Chancellor Friedrich Merz emphasized that the Kremlin 'has once again shown its true face'.
Footage shows the strike hitting an educational and cultural organization, causing significant damage to civilian infrastructure. As a result of the mass attack, 18 people died, including four children.

Dmitry Peskov, spokesman for Vladimir Putin, announced this morning the continuation of attacks on military and infrastructure targets, stating that 'the Russian armed forces are carrying out their tasks'.
It should be noted that responsibility for the attacks was claimed by Russian forces, which launched 598 drones and 31 cruise and ballistic missiles towards Kyiv, hitting nearly 100 buildings.

Shortly after the attacks, Ukrainian President Volodymyr Zelensky stated:
“Russia chooses ballistic missiles instead of the negotiating table.”
