According to UATV: Progress was made during high-level discussions held in Florida on March 21–22, 2023, between Ukrainian and American officials. The talks focused on critical security concerns and humanitarian issues tied to Ukraine’s ongoing war. Rustem Umerov, who led the Ukrainian delegation, stated that the two sides 'continued to address key topics and next steps within the negotiation track.'
These meetings followed the most recent round of trilateral talks involving Russia, Ukraine, and the United States, which took place on February 17–18, 2023. A major outcome was a new agreement on prisoner swaps, a priority for Kyiv. A previous exchange on March 5–6, 2023, successfully brought home 502 Ukrainians, highlighting the urgent humanitarian dimension of the conflict.

President Volodymyr Zelenskyy responded to the talks with cautious optimism, noting the potential for further exchanges:
