According to UATV: At the Ukraine Recovery Conference (URC 2026), held on June 27, 2023, in Gdańsk, Ukraine finalized 28 international agreements in the energy sector, attracting close to €2 billion for energy-related projects. This initiative is designed to rebuild the country's energy infrastructure and bolster its resilience ahead of winter challenges.

Funding for Energy Projects

Of the funding secured, over €550 million in international aid will be allocated to preparing Ukraine’s energy system for winter. Specifically, €375 million in assistance was announced during a meeting of the 'Energy Ramstein' format, which includes the United States, Sweden, Norway, Lithuania, Estonia, and Iceland. These nations are providing this sum, offering crucial support to Ukraine’s energy sector.

  • The Netherlands will provide Ukraine with €178 million;
  • A protocol of intent was signed with the U.S. Export-Import Bank for $300 million;
  • The United Kingdom confirmed state guarantees for a loan of £210 million;
  • An agreement was reached with Notus Energy for a €65 million loan.
Denys Shmyhal, Prime Minister of Ukraine: 'With this assistance, we are restoring energy infrastructure, strengthening its resilience, protecting critical facilities, and preparing for the next autumn-winter period.'

This statement underscores the significance of international support in rebuilding the energy sector and readying for winter conditions.
