EU Accession Talks: Ukraine and Moldova Set to Launch First Negotiation Cluster.
First Negotiation Cluster to Open on June 15
According to Espreso.tv: On June 15, Ukraine and Moldova will officially kick off their first negotiation cluster for European Union membership. This milestone marks a significant advancement in both countries' integration processes. Ukrainian President Volodymyr Zelenskyy has expressed hope that Ukraine could join the EU by January 1, 2027. Ukraine was granted EU candidate status on June 23, 2022, a major achievement in its long-standing ambition to become part of the European community. The EU currently consists of 27 member states.
Negotiation Framework and Core Topics
The accession negotiations are structured around 33 chapters, grouped into six thematic clusters. Opening the first cluster represents a crucial step toward full membership. According to Maria Holub,
opening the negotiation cluster is truly a historic step for Ukraine. She further noted that 'this is how it is assessed—how ready a candidate country is, not just technically, to enter the European Union.'
For context, Turkey's EU accession talks began in 2005, though it was recognized as a candidate in 1999. Croatia, the newest EU member, joined on July 1, 2013. Lithuania's official entry negotiations started in February 2000 and concluded in December 2002.
Key thematic clusters to be addressed during negotiations include:
- Fundamentals
- Internal Market
- Competitiveness and Inclusive Growth
- Green Agenda and Sustainable Connectivity
- Resources, Agriculture and Cohesion Policy
- External Relations
Experts suggest that the pace of reforms in Ukraine will heavily influence its accession timeline. As Mykhailo Zhernakov remarked,
if we maintain this reform tempo, we will, if I'm not mistaken, join in 2047.
Accordingly, the launch of the negotiation cluster on June 15 represents a pivotal moment in Ukraine's path toward EU membership. Moving forward, the country must pursue vigorous reforms across multiple sectors to meet the bloc's requirements.
The opening of the first negotiation cluster will be a landmark event, underscoring Ukraine's dedication to European integration. It reflects growing support from the European Union and Ukraine's readiness to implement necessary changes. However, the success of this process will largely depend on political and economic transformations within the country, as well as its ability to fulfill the conditions the EU imposes on membership candidates.
