Ukrainian officials stated their intent to intensify countermeasures against Belarusian aid to Russia, a direct reaction to the active involvement of Belarusian companies in military operations on the side of the aggressor. Among the documented evidence of this support, Belarus deployed a system of relay stations for controlling strike drones in the second half of 2025. More than 3,000 Belarusian enterprises are supplying machinery, equipment, and components for the war effort, which, according to Ukrainian President Volodymyr Zelenskyy, places these firms 'in service of the Russian war machine.'

Furthermore, in December 2025, Zelenskyy reported the deployment of the 'Oreshnik' electronic warfare system on Belarusian territory. Last year, the country's enterprises supplied Russia with critical nodes, components, and a mechanical base for this weapon. This continues in 2026.' Countering such actions is a priority for the Ukrainian government, as evidenced by the introduction of these new sanctions.

It was noted that in February, restrictions were placed on drone and missile manufacturers, and sanctions were introduced against the Russian shadow fleet. Zelenskyy added:
