The Ministry of Social Policy of Ukraine reminded who and how can apply for a subsidy for utilities.

Despite Russia's ongoing war against Ukraine, residents of the country continue to receive targeted assistance for those who need it most. Therefore, the most vulnerable utility consumers can take advantage of the housing subsidy program to reduce the amounts in their bills.

Note that the state provides financial support to families whose utility costs exceed the established amount of the obligatory payment for them. This amount is not fixed and is calculated separately for each family, taking into account their average monthly income per person. When calculating, the family's property and standard service consumption norms are also considered.

In particular, a housing subsidy can be applied by:

  • one of the persons registered in the residential premises;
  • a person who rents accommodation based on a rental agreement;
  • an internally displaced person who is not registered but actually resides in the residential premises, even without entering into a rental agreement. In this case, documents confirming residence at the household address are attached to the application (for example, an IDP certificate).
  • upon the application of a guardian or custodian, a minor child left without parental care or an incapacitated person of working age under guardianship;
  • an individual developer, if the house has not been put into operation but utility payments are already being charged. In this case, documents confirming residence at the actual household address should be attached to the application.

At the same Time, it should be taken into account that when appointing a subsidy, the incomes of all persons registered and/or declared in the residential premises are considered.

How to calculate the amount

The subsidy covers the difference between the full cost of utilities (taking into account social norms) and the amount the family must mandatorily pay. This obligatory amount is calculated by multiplying the family's total average monthly income by a certain percentage.

This percentage is calculated according to the following scheme:

  • The average income of one family member is determined.
  • The resulting amount is divided by the subsistence minimum (2920 UAH from January 1, 2024).
  • The result is divided by 2 (this is the base income coefficient for subsidy calculation).
  • Then multiply by 15% (base service payment rate).

Thus, the amount of the subsidy depends on the family's income, the number of its members, and the established subsistence minimum.

Currently, there is a simplified mechanism for applying for a housing subsidy without collecting certificates and time to fill out a declaration. To fill out the application, you must have a qualified electronic signature (QES).
