Many Ukrainians are leaving for abroad due to the full-scale invasion in search of safety and work. However, if they have lost their job outside Ukraine, there is a question of confirming the insurance experience for receiving unemployment benefits.

The State Employment Center of Ukraine has provided detailed information about the procedure for obtaining the necessary documentation. According to the center's report, Ukraine has international social security agreements with Poland, Estonia, Latvia, and Bulgaria.

These agreements provide for mutual recognition of insurance experience, allowing Ukrainian citizens to apply for unemployment assistance in these countries.

'The main document confirming the insurance experience is a certificate issued by the competent authority of Ukraine,' noted the State Employment Center.

To receive unemployment assistance in Poland, one must provide the UA/PL form 'Certificate of periods considered for the purpose of appointing and paying unemployment benefits' to the local employment service. This document contains complete information about the person’s employment activity in Ukraine.

To obtain assistance in Bulgaria, Ukrainian citizens must have a Certificate of Insurance Experience in Ukraine (UKR/BG 3). This document is provided by the State Employment Center of Ukraine upon request from the competent authorities of Bulgaria.

Regarding Latvia and Estonia, the issue of confirming insurance experience is considered individually, and the necessary information is provided in response to official requests from the respective authorities of these countries.

When submitting a request to confirm insurance experience, it is necessary to provide a passport of a Ukrainian citizen, a taxpayer identification number, information about employment activity, documents regarding name or surname change if necessary, as well as confirmation of registered place of residence.

Individuals who have been engaged in entrepreneurial activities or were on parental leave after January 1, 2016, must additionally provide 'Individual information about the insured person' in the form OK-7, which is issued free of charge by the Pension Fund of Ukraine.
