Ukraine’s Heating Season Preparations

According to Novyny.live: Ukraine’s government is ramping up defenses for critical infrastructure in front-line areas, particularly in the Dnipropetrovsk and Zaporizhzhia regions, ahead of the winter heating season. These measures include safeguarding:

  • 245 critical infrastructure sites in Dnipropetrovsk Oblast;
  • 96 facilities in Zaporizhzhia Oblast.

Additionally, more than 50 MW of new distributed generation capacity is scheduled to come online by September 2023.

Funding and Regional Requirements

To maintain stable energy supplies, authorities plan to purchase 280 units of backup power equipment. Securing funding for these efforts is also a top priority. The Dnipropetrovsk region requires over 20.3 billion hryvnias to bolster its resilience, while Zaporizhzhia Oblast needs 5.5 billion hryvnias for its own stability plan. According to the government, Dnipropetrovsk has already received 540.3 million hryvnias, and Zaporizhzhia nearly 2 billion hryvnias for these purposes.

In total, 12.85 billion hryvnias have been earmarked to protect critical infrastructure. As Yuliia Svyrydenko stated,

“overall, 12.85 billion hryvnias were allocated.”
A key focus of this program is decentralizing heat supply—a priority Svyrydenko highlighted as vital for the affected regions.

Beyond these immediate steps, Ukraine needs nearly 91 billion dollars to rebuild its energy sector, underscoring the immense challenge facing the nation. This highlights the urgent need for a systematic approach to energy security and resilience amid ongoing threats.

Preparing for the heating season is a critical task during wartime, with energy security emerging as a top state priority. Investments in protecting and modernizing infrastructure are part of a broader strategy to strengthen regions hardest hit by the conflict. Implementing these measures could significantly boost the energy system’s resilience, ultimately improving living conditions for residents in these areas.
