Under the Verkhovna Rada's rules of procedure, once a government's mandate ends, all bills it submitted are automatically withdrawn. This procedural mechanism has thrown a wrench into several important reform efforts.

As a result, seven EU integration bills are set to be withdrawn. These include:

  • Establishment of a National Bureau for Transport Accident Investigations (No. 13674)
  • Simplification of residence permits and work authorization for foreigners (No. 14211)
  • Creation of a digital accessibility mechanism for electronic information resources (No. 14278)
  • New rules for classifying businesses into categories (No. 15001)
  • An out-of-court consumer dispute resolution system (No. 15100)
  • Taxation of foreign purchases exceeding €150 (No. 15112)
  • An initiative to align with European traffic regulations (No. 15200)

Additionally, three bills related to defense and veteran policy are affected:

  • Protection guarantees and rights for military personnel (No. 13605)
  • Foundations of state veteran policy (No. 13696)
  • New contracts for the Defense Forces (No. 14283)

Several other bills covering healthcare and legal matters are also impacted:

  • A new Labor Code (No. 14386)
  • A new Customs Code (No. 15295)
  • Regulation of assisted reproductive technologies (No. 13683)
  • Authorization for the Bureau of Economic Security to conduct pre-trial investigations (No. 14207)
  • Definition of rights and obligations regarding protection from infectious diseases (No. 15286)

New Prime Minister Nominee

Against this backdrop, President Volodymyr Zelenskyy has proposed Serhii Koretskyi for the position of Prime Minister. According to the president,

“Serhii Koretskyi is considered the most prepared candidate for the post of Prime Minister.”
This move signals the president's intention to form a new government capable of resuming work on the stalled legislative initiatives, particularly those tied to EU integration.
