As part of this initiative, the government has allocated 582.3 million hryvnias from the reserve fund specifically for the Odesa region to shield essential facilities before the winter season. In a broader move, the Cabinet also set aside 12.85 billion hryvnias for the first phase of regional resilience plans. These measures are designed to help areas brace for potential challenges during the colder months.

Funding for Mykolaiv Region

Mykolaiv Oblast has also secured financial support to get ready for the upcoming heating season, receiving nearly 300 million hryvnias. The region’s resilience plan outlines projects totaling 2 billion hryvnias, with a deadline for completion set for September 2026.

Protecting Key Assets

Securing Odesa’s critical infrastructure comes with a hefty price tag—approximately 7 billion hryvnias are needed. This funding is especially urgent given that on March 18 of this year, Russian attack drones struck the Odesa region, damaging a critical infrastructure facility.
