'Winter Support' Program 2025/2026
According to inkorr.com: A program has been launched that unites over ten government initiatives to support Ukrainians during the winter. The Ministry of Economic Development coordinates three main social projects.
'3,000 kilometers across Ukraine'
This initiative allows free travel across Ukraine for a distance of up to 3,000 km in off-peak months. The first to benefit will be residents of frontline regions. Each citizen can receive up to 4 free tickets through a special UZ app.
Support for residents of frontline regions
This program includes compensation for electricity, assistance with solid fuel, and support in the area of housing and communal services. There will also be benefits and prohibitions on service shutdowns and debt collection.
Energy efficiency programs
The state compensates the interest on loans for the installation of solar panels and other energy-efficient systems in private homes. Housing cooperatives can receive grants for energy modernization and reconstruction of their buildings.
Financial assistance to citizens: 1000 UAH for everyone and 6500 UAH for vulnerable categories of citizens. Ukrposhta will ensure the delivery of payments throughout the country.
The Government of Ukraine has launched a large-scale 'Winter Support' program aimed at helping citizens during the cold season. The initiatives are aimed at alleviating living conditions for Ukrainians, especially in frontline regions, and improving the level of energy efficiency in the country.
