Odesa and 100 settlements in the region included in the combat zone: what does it mean.
Odesa and most of the settlements in the region have been added to the list of territories where hostilities are taking place. The list includes cities and villages from 7 territorial communities of the region. This is stated in the order of the Ministry of Community Development and Territories №1151.
The Ministry of Community Development has approved changes to the list of territories where hostilities have been ongoing or have occurred. The updated list includes more than 100 settlements in the Odesa region in the Bilhorod-Dnistrovskyi, Bolhrad, Izmail, Rozdilna, Beresiivka, Podilsk, and Odesa districts. The regional center has also been included. The order was signed by Deputy Prime Minister - Minister of Restoration of Ukraine Oleksii Kuleba and approved by Minister of Defense Rustem Umerov.
The date of inclusion in the list for most settlements (except Serhiivka and Zatoka) is May 26, 2025. On that day, a combined rocket-drone attack occurred in Odesa and other regions of Ukraine.
Details of the Status
It should be noted that in the cities included in the list of territories where hostilities are taking place, according to the law on 'Legal Regime of Martial Law', urban military administrations may be appointed. Additionally, for residents of frontline territories and combat zones, an expanded program 'eRestoration' is in effect, which allows for compensation for destroyed or damaged property.
During the latest update of the list of territories under combat operations, Odesa and most settlements in the region fell under this status. The Ministry of Community Development made changes, which included more than 100 settlements and the regional center. These actions were the result of a missile-drone attack on the Odesa region in May 2025.
