Basic Social Assistance of 4500 Hryvnias Announced in Ukraine with an Unexpected Condition.
The Ministry of Social Policy of Ukraine is considering a draft resolution on basic social assistance, which could change the system of social payments.
Journalist Serhiy Korobkin analyzed the details of the new project and identified potential risks for recipients of social assistance. "This is not about something new, but only about a certain change in the approach to providing state social assistance to low-income families," notes Korobkin.
Under the new rules, an application for basic social assistance can be submitted through the CNAP, a branch of the Pension Fund, or electronically through "Diia". A significant advantage will be the automatic receipt of information from state registers, which will relieve applicants from the need to collect numerous certificates.
The expert draws attention to a key point: "When applying for basic social assistance, a person must consent to the termination of all other benefits if they were previously assigned to one or more family members".
The size of the basic assistance is planned to be set at 4500 hryvnias. The amount of assistance will be 100% of this amount for the first family member and 70% for each subsequent one. For children under 18 and persons with disabilities in groups 1 and 2, 100% is also provided.
For pensioners, assistance will be calculated proportionally to the insurance period. Pensioners with extensive work experience but low pensions may have their payments increased to almost 4000 hryvnias.
The experimental project is planned to be implemented until the end of 2026. At that Time, last year, Minister of Social Policy Oksana Zholnovych predicted a basic amount of 6000 hryvnias, not 4500 as currently proposed.
