According to the Cabinet's protocol decision, the powers of central executive bodies (except ministries), other state bodies, regional and Kyiv city state administrations to determine enterprises and organizations as critically important will be suspended until November 15, 2024. Ministries retain this right, but other entities are recommended to refrain from making such decisions until the issue is resolved.

If cases of unjustified booking are identified, deferrals will be revoked.

The Ministry of Economy, together with the Ministry of Defense, has been instructed to develop and submit to the government a draft decision providing a mechanism for checking the justification of decisions on defining enterprises as critically important, as well as the possibility of reviewing such decisions. The results of the audit and new proposals for improving the booking system are expected to be presented to the government by November 20, 2024.
