According to inkorr.com: The Ministry of Social Policy, Family, and Unity of Ukraine plans to implement a State Information System that will assist in coordinating evacuation and providing help to people from temporarily occupied and frontline territories.

Aims and objectives of the system

The main aim of this system is to create a clear and safe evacuation procedure, starting from the moment of leaving dangerous areas to integration into new communities. The regulation, which defines its operational procedures, governs the responsibilities among state institutions, local self-government bodies, and non-governmental organizations, as well as containing rules for assessing the needs of evacuated people.

'The new system will streamline the evacuation process from frontline communities. People who are forced to leave their homes should receive quality assistance. The Ministry has already developed new support programs for evacuees who need special care. The new system will reduce bureaucratic complexities and speed up the provision of assistance,' stated Minister Denys Uliutin.

Roles of state structures

The Ministry is responsible for social support and the reintegration of internally displaced persons. The coordination process is managed by the Ministry of Community and Territorial Development through the Coordination Headquarters, while the State Emergency Service is responsible for safety and technical aspects of evacuation.

Local self-government bodies carry out direct evacuation functions, including registration, transportation, and accommodation of people, as well as providing social support.

Multidisciplinary teams and transit centers

Multidisciplinary teams operate in transit centers, assessing the needs of evacuees and providing comprehensive support in new territories. The National Social Service of Ukraine ensures the coordination of their work.

The implementation of the State Information System aims to organize the evacuation process and assist the integration of citizens in new places of residence. This should enhance the speed and quality of assistance provided to the affected, as well as reduce bureaucratic barriers in this process. The system will be an important step in ensuring the safety and support of people who find themselves in difficult life circumstances.
