E-Notary Testing Launched in Ukraine: What Will Change for Citizens
Ukraine started testing the 'e-Notary' system on September 3. Since then, all notaries can join the new electronic ecosystem. The first services for citizens will be available in the 'Diia' app in 2026. This was announced with reference to the Minister of Digital Transformation Mykhailo Fedorov.

According to inkorr.com: The Minister noted that electronic notarization will transform the traditional practice of notaries into a modern and efficient service, maintaining transparency and trust. These principles are supported by technologies that allow citizens to securely access notarial services.

Benefits of Digitization for Notaries:

  • systematization of routine processes;
  • a single workplace;
  • instant access to data.

The Next Generation System Will Provide:

  • a unified and convenient interface for all registers;
  • document security with a QR code for verification;
  • rapid data exchange between registers and databases;
  • registration of each notarial action;
  • automation of data transfer in key registers.

By the end of August, there were 5,845 notaries operating in Ukraine, which is 11% less compared to last year. Since July 1, Ukrainians abroad have had the opportunity to use the new automated notarial services system of the Ministry of Foreign Affairs, which facilitates the work of consuls and saves time and money for citizens.

Thus, Ukraine has launched the testing of the 'e-Notary' system, which will be an important step in modernizing notarial services. This innovation will not only make them more accessible to citizens but will also significantly ease the work of notaries, improving efficiency and security in this field.
