In Ukraine, the approach to dollar exchange has changed: which banknotes are accepted by banks and exchangers.


The National Bank of Ukraine has reduced the number of complaints regarding the exchange of foreign currency.
This information was reported on the NBU's Telegram channel on February 7, 2025.
According to the National Bank, the number of citizens' appeals with complaints against banks and non-bank institutions engaged in currency exchange has decreased by almost five times. Currently, the NBU receives no more than 10 appeals a month regarding refusals or limitations in exchanging banknotes a year after their issuance.
In 2024, the NBU conducted 150 inspections of exchange points at 17 non-bank financial institutions, resulting in fines totaling 5.65 million UAH.
"Legal exchange points that have an NBU license for conducting currency exchange operations do not abuse this area," said the National Bank.
The regulator emphasizes that problems may arise in the shadow sector, where institutions operate without an NBU license. The fight against illegal exchangers can only be achieved by involving law enforcement agencies.
The NBU reminded five key rules for exchanging foreign currency:
- All genuine banknotes must be accepted for exchange without exception
- Refusal to exchange currency, the authenticity of which has been confirmed, is prohibited
- Restrictions on the denomination and year of issuance of banknotes cannot be established
- Operations with banknotes that show significant wear must be carried out through cash collection
- In case of refusal to exchange genuine currency, consumers can file a complaint with the NBU
It is worth mentioning that exchanging US dollars has its peculiarities - banks only accept banknotes in perfect condition, and even minimal damage may result in refusal to exchange.
It should also be noted that the corridor of fluctuations of the non-cash dollar exchange rate in February 2025 is expected to be within 41.75-42.80 hryvnias, while the euro is expected to be 43.20-44.60 hryvnias.
Banks also have the right to refuse to exchange foreign currency only in two cases: if the banknote is counterfeit or if the banknote has significant damage.
