Ukraine's Parliament Rejects Seven Budget Resolutions: Where the $1.56 Trillion Defense Allocation Will Go.
Review of Draft Law No. 15224
According to Espreso.tv: Lawmakers in Ukraine's Verkhovna Rada considered seven draft resolutions tied to Draft Law No. 15224, which proposes amendments to the state budget. None of these resolutions secured enough votes to pass. The most successful measure garnered support from only 24 members of parliament. The underlying law was officially adopted on June 10, 2023.
Changes to the State Budget
Under the approved legislation, spending on national security and defense will increase by 1.56 trillion Ukrainian hryvnias. This amount breaks down as follows:
- 174.3 billion hryvnias allocated for military salaries;
- 1.37 trillion hryvnias dedicated to the development of weapons and military equipment.
Notably, total security and defense expenditures have now reached a record high of 4.4 trillion hryvnias.
On June 12, President Volodymyr Zelenskyy instructed the Cabinet of Ministers to roll out new payments starting that same month. By June 14, Ukraine's Ministry of Defense had clarified the details of these additional payments. It is worth noting that the government had already approved the budget amendments on May 8, and in December 2025, the European Solidarity party registered further changes to the 2026 state budget.
Thus, despite lawmakers' attempts to alter the draft law, its core provisions remain unchanged. The adopted legislation aims to bolster the country's defense capabilities.
This process underscores the critical importance of funding the security and defense sector amid Ukraine's ongoing military situation.
Although efforts to amend the budget failed to gain traction, the government continues to prioritize stable financing—vital for sustaining the armed forces and advancing defense infrastructure. The increased spending in these areas is expected to enhance national security and long-term defense readiness.
