A National Moment of Silence is Established

According to TSN.ua: On February 11, Ukraine's parliament, the Verkhovna Rada, passed a law to institute a nationwide moment of silence in honor of the fallen. The measure received strong support, with 260 deputies voting in favor, highlighting the initiative's significance.

Under the new provisions, a nationwide moment of silence will be observed annually on the fourth Saturday of November at 4:00 PM, accompanied by the 'Light a Candle' campaign to commemorate the victims of the Holodomor famine of 1932-1933. This act of remembrance is part of a broader legislative effort to honor historical tragedies. Furthermore, in December 2025, the Rada gave preliminary approval in a first reading to draft law No. 12144, which proposes establishing a daily nationwide moment of silence at 9:00 AM.

The law also obligates government bodies and media outlets of all ownership types to ensure public awareness of these commemorative events. As MP Oleksiy Honcharenko noted:
