According to TSN.ua: Many Ukrainian consumers are receiving unexpectedly high electricity bills, even after experiencing blackouts. YASNO CEO Serhii Kovalenko has detailed several reasons for this, including billing cycles, delays in submitting meter readings, and significant shifts in how people use power.
The January bills reflect electricity consumption from December 2022, a month that was colder and saw fewer power supply restrictions. In Kyiv, 50% of consumers did not reduce their electricity usage during blackouts, while 26% actually increased their consumption. Only 25% of households managed to meaningfully cut back. These behavioral changes lead to major fluctuations in the final charges. This situation is unfolding against the backdrop of Russia's ongoing war on Ukraine, which has severely damaged the country's energy infrastructure.
Serhii Kovalenko notes that the real impact of January's blackouts will only become apparent in February's bills.
He emphasizes that the amount on a bill depends directly on what the electricity meter has recorded. The situation was further complicated on January 24, 2023, when over 800,000 consumers in Kyiv lost power.

Therefore, high electricity payments during periods of blackouts result from a combination of factors, including weather conditions, consumer behavior, and the specifics of billing periods. Consumers should pay close attention to their energy usage to avoid surprises in their bills.
