The Verkhovna Rada proposes to close another loophole for evasion of mobilization.
According to ТСН: Active discussions are ongoing in parliament regarding the cancellation of the possibility for men to evade military service when entering educational institutions after reaching the age of 25.
Training and Military Obligations Problem
Serhiy Babak, head of the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation, noted that the 2023 enrollment campaign has shown that some men use studies in bachelor's and postgraduate programs as a way to defer military obligations. To address this issue, a number of effective measures were implemented in 2024.
Tendencies Among Applicants
However, an analysis for 2024-2025 revealed a new trend: a significant increase in interest in vocational pre-higher education among men over 25 years old. In 2024, 55,581 individuals enrolled at this level of education, while in 2025 there were 24,819.
"Education should be used for its intended purpose. Therefore, we are working together with the Committee on National Security, Defense and Intelligence to limit any opportunities for evasion of military duty, review rules, and close loopholes while maintaining a balance between the right to education and responsibility in a state of war," said Serhiy Babak.

We also remind you that the commander-in-chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, spoke about reinforcing mobilization and recruiting military personnel in response to the advances of the occupying forces of the Russian Federation. He noted that the term for basic general military training will now be 51 days, and improvements to training centers are also planned.
Military analyst Ivan Tymochko believes that by 2026, mobilization in Ukraine may face new challenges. He pointed out that it is possible that during mobilization, the Armed Forces of Ukraine will have to recruit more personnel than currently.
These changes in military legislation, as well as the growing interest in education among older applicants, indicate that the situation in Ukraine remains tense. Issues of mobilization and military obligations are becoming increasingly relevant amid the ongoing conflict. Cooperation between educational institutions and military structures is essential to ensure not only the country's defense capability but also the preservation of citizens' rights to education.
