From 2026, the right to own land in Ukraine is confirmed only by a digital record in the register.
Digitalization of Land Ownership Rights in Ukraine
According to Novyny.live: Starting from 2026, in Ukraine, the confirmation of land ownership has transitioned to a digital format, where the key evidence is a record in the state register. This innovation aligns with the principles established in the Land Code of Ukraine, according to which the right of ownership arises from the moment of state registration.
An extract from the State Register of Property Rights has become the basic confirmation of ownership rights to land plots. State acts for land issued before 2013 remain valid, however, their owners are required to transfer information to the electronic register to avoid legal conflicts. An important aspect is that without assigning a cadastral number and official registration of ownership rights, there is a risk of losing the plot, which emphasizes the need for proper document processing.
Advantages of Digitalization
The State Land Cadastre contains technical boundaries of the plot as well as vital information such as the cadastral number of the plot, owner data, and grounds for acquiring rights. This makes the land rights registration system more transparent and accessible to citizens. Thus, the transition to digitalization of land ownership rights in Ukraine is an important step towards modern technologies and simplification of bureaucratic processes.
The digitalization of land ownership rights in Ukraine can significantly change approaches to land resource management and reduce corruption risks associated with bureaucratic procedures. The implementation of electronic registers will simplify access to information for citizens and decrease the likelihood of legal disputes, which, in turn, can stimulate investments in the land sector. This innovation also reflects global trends towards digitalization and the integration of technology into public administration.
