From 2026: Higher Wage Standards for the Sale of Tobacco and Alcohol.
New Minimum Wage Rules for Retail
According to Novyny.live: For stores selling tobacco products and alcoholic beverages in Ukraine, stricter regulations will come into effect from the year 2026. The average monthly salary of employees must then be at least 17,290 Hryvnias. This measure aims to significantly raise wage standards in this sensitive economic sector.
At the same time, the statutory minimum wage in Ukraine has increased from 8,000 to 8,647 Hryvnias. For smaller retail outlets with an area of up to 500 square meters outside the regional capitals, a lower threshold applies: here, the average monthly wage must be at least 12,970 Hryvnias. Various sectors are affected by the new regulations, particularly:
- retail of spirits;
- sale of non-alcoholic cider and Perry;
- retail of tobacco products;
- trade in e-cigarette liquids.
The regulatory authority may revoke the license if a business falls below the required average wage for three consecutive calendar months. This clear sanction is designed to ensure compliance with the regulations and could contribute to strengthening the official economy in the long run.
Economic Impact of the Reform
The higher wage requirements are part of a broader strategy to regulate sectors with high tax revenue. They are intended to improve working conditions and curb the shadow market. However, the new requirements pose an additional financial burden for smaller retailers, which could affect their competitiveness – an aspect that must be taken into account during implementation.
